Sept 3 TA Update

No big changes since the last update. There are a few classes that we're watching for increased TA needs, but we're probably done making new TA offers for Fall. If anything changes significantly I'll post further here. Otherwise this will be the last post until we start looking at the Spring TA situation in November.
